New Zealand has finished its first online casino license auction, with each license costing NZ$15 million. The Department of Internal Affairs (DIA) announced the results on October 13, 2026. This marks a major step in the government's plan to regulate offshore online casinos in New Zealand.
The auction drew 32 bidders and ended after ten rounds. In the end, 11 companies won the chance to apply for 15 licenses. Winners include Stake New Zealand Limited, two SkyCity companies, TAB New Zealand, and Skill On Net Limited.
However, these results do not mean the companies have received operating licenses yet. The winners must now go through detailed regulatory checks before they can offer online casino services in New Zealand.

This outcome creates a clear split between companies that can apply for licenses and those that may have to leave the New Zealand market after December 1, 2026.
The auction took place between September 29 and October 12 under the Online Casino Gambling Act 2026.
New Zealand adopted an ascending clock auction, in which the price increases over successive rounds and participants decide whether to remain in the competition. The process continues until demand matches the number of available licenses.
With 32 bidders competing for only 15 spots, the final price of NZ$15 million shows there is strong business interest in New Zealand's regulated online gambling market.

If all 15 winners proceed and pay for their licenses, total payments would reach NZ$225 million before taxes. This is just an estimate based on the auction results, not proof that the government has already received the money.
The Department of Internal Affairs has stressed that winning the auction does not guarantee regulatory approval.

Some of the winners already have experience in international online gambling, while others are trying to enter the market through local companies.
How application rights were allocated shows the rules allow companies to use more than one brand. Baytree Interactive got three chances, which is the most allowed, while Playvia Gaming and Rock Swift Group each got two.
The Department has not yet announced which brands will operate under the licenses. These names will be listed in a public register after regulatory approval.

Stake and SkyCity Position Themselves for New Zealand's Regulated Market

Two of the most commercially significant names associated with the auction are Stake and SkyCity.
By winning in the auction, Stake New Zealand Limited now has a way to enter New Zealand's regulated market. Next, the company must show that it meets the country's rules for suitability, player protection, advertising, and compliance.

For Stake, the licensing opportunity could mark a shift toward a more clearly supervised domestic market. Nevertheless, the company's participation should not be interpreted as evidence that its proposed platform or brand has already received approval.

SkyCity Entertainment Group has secured two separate application rights through SkyCity NZ Online NO1 Limited and SkyCity NZ Online NO2 Limited.
SkyCity confirmed the result in a market announcement on October 13, saying the two rights together cost NZ$30 million before GST.
SkyCity CEO Jason Walbridge welcomed the result and called the auction the next step toward joining New Zealand's online casino market.
The company plans to move forward with its application before the market is expected to open in 2027.

For SkyCity, the opportunity matters because it already operates physical casino properties in New Zealand. The new online framework could let established land-based operators extend customer relationships into digital gambling services, though online success will depend on regulatory approval, investment, and competitive execution.

Why NZ$15 Million Changes the Economics of Casino Licensing

The auction price means operators must pay a large upfront fee to enter the market.
Unlike licensing systems where fees are largely predetermined, New Zealand's competitive auction sets the price through bidding.
Operators' costs go beyond the license fee.
Winners must also prepare business plans, demonstrate they can run operations effectively, and set up systems for consumer protection, advertising, responsible gambling, and compliance.

This leads to several important effects for the industry.
First, the NZ$15 million entry price may favor operators with substantial financial resources and established technology infrastructure. Smaller companies may find it harder to justify the investment, especially given New Zealand's limited population compared with larger gambling jurisdictions.
Second, companies with more than one application right have to pay even more upfront. For example, a company wanting three licenses would need to pay NZ$45 million before other costs.

Third, limiting licenses could make the market more competitive than if there were no limits.
However, having fewer operators does not always mean better consumer protection. The government's ability to supervise licensed sites and deal with unlicensed ones will be key.

December 1, 2026: A Critical Deadline for Offshore Casino Operators

One of the most immediate consequences of the auction concerns companies that continue serving New Zealand customers without participating in the licensing process.

Under the government's published transition arrangements, online casino providers that have not submitted a license application must cease offering their services in New Zealand from December 1, 2026.
Operators that submit applications may continue operating under a temporary exemption while their suitability assessments are pending. They are not permitted to advertise during this period.

If an application is rejected, the operator must stop providing online casino gambling services in New Zealand.
This difference matters because New Zealand won't replace all offshore platforms with licensed local ones right away. Instead, regulators will set a transition period to decide which companies can stay in the market.

What Will New Zealand Require From Licensed Online Casinos?

The next step involves more than checking company registration or whether they can pay for the license.

The Department of Internal Affairs asks winners to submit full applications, including business plans and detailed plans for following the rules.
These applications must explain how the company will prevent gambling harm, protect consumers, manage marketing, and comply with the law.
Each license will cover one approved casino brand and its customer platforms, including all digital ways players can use that brand.
Licenses can last up to three years and may be renewed for another five years.
The framework also requires operators to demonstrate their suitability, rather than assuming that auction participation establishes regulatory credibility.

For mobile casino companies, this brings up key questions about how they will handle age checks, account security, responsible gambling tools, customer ID, and payments.
These details will matter as the government decides whether the new platforms can meet local rules.

What Does the Auction Mean for New Zealand Casino Players?

For New Zealand players, the auction does not mean there is already a list of approved online casinos.

The Department of Internal Affairs has said that official licensed brands will only be announced after applications are reviewed and licenses are given.
This means players need to distinguish between a company that can apply for a license and one that is fully approved.
The new rules aim to make gambling providers more accountable by requiring consumer protection and harm reduction.

Nevertheless, the system's effectiveness will depend on implementation. Key measures of success will include whether players migrate to licensed operators, whether unlicensed providers continue targeting the country, and whether regulatory safeguards work in practice.

Analysis: New Zealand's 2027 Casino Market Will Test the Value of Limited Licensing

New Zealand's approach stands out because it limits the number of licenses, uses competitive pricing, and requires a separate suitability check.
This lets the government limit the number of authorized operators while letting commercial demand set the upfront price.
But the NZ$15 million price raises a key question: how much market share and long-term income will companies need to cover their license and compliance costs?
The answer will vary by company.

Established international platforms may benefit from existing software, payment infrastructure and operational expertise. Domestic operators may benefit from brand recognition and familiarity with New Zealand customers.
But having these advantages does not guarantee success.
Limiting the number of licenses also creates challenges for policymakers. If the rules make it too expensive or hard to operate, some players may still choose offshore sites.

Conversely, a credible licensing regime, competitive products, and meaningful player protections could encourage customers to choose locally supervised platforms.
The auction has set the commercial price of entry into New Zealand's regulated online casino market. It has not yet established the long-term economics of operating within it.

What Happens Next?

The Department of Internal Affairs will now review the winners' full applications, looking at their suitability, business plans, and how they plan to follow the rules.
Regulators will decide which of the 15 application rights will actually become operating licenses.

The next big deadline is December 1, when companies without pending applications must leave the New Zealand market.
The fully regulated licensing system is expected to start in 2027, which will be a major change in how online casino gambling is managed in New Zealand.

For the global iGaming industry, New Zealand will be an important test of whether a high-priced, limited-license system can balance business investment with strong player protection and oversight.
The auction is over, but the most important part—deciding who is truly qualified to operate is just starting.
